Not exactly sure, possibly not.

I say that because in the late 90s when Chesterfield and Wrexham played each other in the FA Cup Quarter Final (both from Division 2), UEFA said Wrexham couldn't qualify as they were Welsh.

This from Wiki:
Only Welsh teams (since the mid-1990s, only teams in the Welsh pyramid) can progress to the UEFA Cup through winning the Welsh Cup.

I couldn't find anything which said Welsh teams playing in the English League couldn't qualify for European competition via the same routes as other (English) teams in the League, but I imagine if it were so, it would be fiercely argued that as this would be their only route it would be unfair to block them.

It's complicated because, for example, winning the Premier league doesn't give you the automatic right to play in next season's Champions' League. It just makes it more likely that you'll be one of the FA's nominations for entry.

Whether the FA would nominate a club affiliated to a different association (in this case the FAW) over one of their own remains to be seen.

Don't quote anyone's **** up, especially your own, and;

Don't use so many nested quotes

I actually wrestled with that but came to conclusion (acting as myself, not as a representative of the board, heaven forbid ) I would like to call them rules.
