I have always wondered how does the game decide which clubs will be promoted from leagues that are below latest playable league in one country.
For example, if I pump 100 million Euros into a club from such league, will it buy some better players (at least comparing other clubs in that league), and easily gain promotion?

It is indeed reputations that decide promotions in non-playable leagues.

I think it would be great if SI could change the way this works for future versions, so it's not just reputations that are the sole criteria.

Twice.

The team has to be in the immediate feeder league(s), and reputation is a sizeable factor, but not the be all and end all.

Reputations can be boosted significantly with cup wins against clubs from higher leagues amongst other things.

Where Swindon Supermarine promoted a fair few seasons into your game or early on?

I've always been under the impression that reputation plays apart, but there is also an elemnt of randomness, otherwise, we would probablt see the same teams promoted in the first season all the time, and it only ever seems to be AFC Wimbledon who you can guarantee getting promoted.
