I did wonder the same thing but then I got Genie Scout and searched for regens without clubs, and to my surprise there was quite a few from more obscure countries like benin, montenegro,faroe islands, rwanda and so on.
But I guess they are really hard to find without Genie.
But then I was running like 10 leagues or something.

if that's the case, then it's really stupid. if you want to manage a minor national side, and retain all their players, you're doomed to have an ever dwindling supply of regens as the game goes on.

the game should try and keep roughly the same number of regens from each country that are present at the start. it doesn't have to be exact, but it sucks when a long term game leads to football being dominated by european sides, brazil and argentina

Where you can send your scouts will also have an effect.

If you are only playing Northern Ireland then the chances of being able to scout worldwide are probably quite slim.

When playing as bigger clubs I often find that the youth players come from places recently scouted (ie with a full bar). That's how my Liverpool team has had youth from Mauritius, Madagascar and Bhutan before.

I've had brilliant regens from Benin, Gabon and Angola. Without loading thier leagues. Simply get one as your feeder club and organise home frindlies against them with all proceeds going to them. With any luck, they'll spend the money on developing youth facilities and start producing a few fantastic players.
