If Giggs had played for England they probably would have won something. Methinks he would have sorted that left wing problem somehow.
Back to the topic the only instance you can select which of the british teams to play for is if the player is from the Channel islands, Falklands etc. I remember Matt Le Tissier and Graeme Le Saux had the choice of all four but both chose England.

Channel Islanders also have the option to play for France and there was a Falkland player in one of the academies in Argentina a few years ago who, if he weren't crap, would've been eligible for them as well.
