If you mean simply downloading them, either look through this site, or go to sites like sortitoutsi.net and goal-kick.com and find a skin that takes your fancy, press download and save it somewhere on your pc.
Most come as a .rar file so you will need to extract it, to do that go to download.com and search for a program called winrar, download and install it.
Now right click on the skin that you just downloaded, right click and click on extract here, you'll now see a folder you can open, right click on it, and click cut.
Now open my computer, c:drive program files, sports interactive, football manager, data and look for a folder called skins, it might even be in the graphics folder, in there you will see the default skins, just right click in a space and click cut.
Your skin will be there, close it all open football manager, go to preferences, and you'll see there where to select what skin you want, select it and click confirm, that’s it.
