Keill has a valid point - nobody goes from armchair to manager. They've been doing *something* in football to merit the position, and would know *somebody* in the profession. Sadly, there's simply no real way to mimic an OBN in Football Manager.
When desparate for players, you still have options. You can sign gray players as others mentioned. You can wait for your scouts to report back, which will yield higher quality players. But if you just need a couple warm bodies, you can also go hunting yourself - what I view the equivalent of "calling around."
Pick a couple teams in your league, or maybe some amateur ones. See if anyone is transfer listed. Send a scout after them directly, and if you still like what you see - go purchase 'em.
Some here might frown on my above suggestion, but I'm a firm believer that real life managers don't actually live in a closet. At least in US of A, managers regularly are in contact with other teams and have some idea of who's avialable or which team is looking to buy.

Well - I've tried it again (with a large database, just to see if it'd make a difference, and it seems to have had some effect - well, if thats whats causing it - I might just have been very lucky this time
Not only did I get some scouted players immediately - (one of which is useful) - I even got a reply to the coaching advert - (my strength and aerobics training are now at 2 stars  ).
I also wound up with a better balanced squad too - (though with even less room in the wage budget) - at least I only have 2 GK's this time, instead of 3, and I also had a few white players in the reserves and under 19's I can use too  I just get the feeling it was being evil in my last game |

Maybe what you say is correct Kallinan. But I don't think it's a great idea to be introducing newbies to ways of implementing your own perceived interperation of what might be realistic.
In other words, if you play that way, fine. But it's clearly stated that you don't go looking at transfer lists within clubs or anywhere else while playing to the guidelines listed above.
There is no way to replicate transfer lists in FM so LLaMas don't us this method.

That's a valid observation. Fellas, there's a great new feature in FM2007 whereby you can ask your senior players if they can recommend a player or coach from their old club or from their 'OBN'. I told you, there are so many new features that add to both the realism and the enjoyment of LLM.

That will surely be a major improvement.
I also do hope, talking about reality, that clubs, agents etc will offer players available for loan or transfer lister more actively. Quote:

SI's position was that you should consider yourself as a retired footballer when entering the world of management.
Although it's irrelevant to LLM in FM2006 as there's no credible way of working an "old boys network" without using player search which is a no-no. FM2007 should improve this.

Just a quick question (and I want to make it clear I'm in no way going against the rules here - they are in place and therefore stuck to.) but it was said above that there is no way of replicating transfer lists in FM. What about using a search (wait!!! don't flame me yet!!) where the ONLY filter is player on transfer list? So you'd have no filter for any of the attributes - no filter of unrealistic players. The only thing you'd have is the position and value - you'd still have to scout the player (as long as he was in an area of scouting available to you.) I'm sure this has been discussed before, and as I said I'm not looking to go against any rules in place, I'm just interested in the way the minds of the powers that be work.
Try to go gentle with any flaming I'm given here please, I'm feeling delicate this morning lol....

Grey-ish area, fugazi.
We all know the transfer list exists in real life. I get my assman (where appointed) to filter it, and then get my scout(s) to work. However, this tends to be when I really absolutely need to sign someone in a certain position. Normally, they're too busy trawling the country for that.
Others won't go near the tranfer list with a long stick for steering barges.
