I think this idea would have some side effects that wouldn't be welcomed by people not striving for realism.
I can already see people complaining because they are making a completely realistic offer for Player X, and not getting it accepted. We all know that it was probably not so realistic, but that guy won't notice it.
But, since it would be considered a part of Fog of War, it can be turne off. Making things optional is the only way I can see for SI to implement further realism in some aspects of the game without losing customers. Do it, then. :thup:

It's a reasonable idea. Some flaws in it but overall a positive idea.
