Remember it's only a guideline.

For example I always sign more scouts because I assign an extra one to scout next opposition (due to their inability to multi-task), and to simulate the "network" they might be expected to have.

That's exactly what I have my extra scout doing.

Do player/coaches count under staffing levels? My "extra" coach came from a player that I wanted to sign but he was interested in a player/coaching job so I figured I could use the help and signed him that way.
