Yep - that's how my company works as well. "Doing your job" is what you get the paycheque for. "Going above and beyond the job" is what you get rewarded for.
We get a below-inflation "cost of living" payraise for fulfilling our targets .. but the big bonuses, payraises, and promotions follow for individuals and teams who exceed expectations, and on years where the company as a whole exceeds expectations.
Fail to fulfill individual expectations, and its no raise, no bonus for you, no matter how the company as a whole did.
