could somebody please tell me how much you are able to edit the 'clubs bank balance','transfer budget' and 'wages budget'????

There is no one answer for this but if its a big club try setting the balance/transfer at £200 Mil. Not sure about wages!

If you use FMM (save game editor) you can set the amounts with that. With this you can set tansfer budget to £2 Billion.
