there is a program out there that can make configs for graphics for you.

Its called fmXML, you can get it here

I N S T R U C T I O N S:

1. Download this program
2. Install it
3. Run it

(This was the simple part)

4. Now you should see small window with an Edit box,
some buttons, checkboxes and radio buttons
5. The first thing you should do is choose what type of
graphics do you need this config.xml file. Choose one of
provided options: faces/kits/nation logos/competition
logos/club logos.
6. If filenames of these graphics already are resource ID
numbers (which you can find in FM 2005 using option to
show unique IDs), you can tick checkbox which says "All
filenames are IDs". Use this only if filenames ARE IDs.
If they are not, you will end up with config.xml files
with IDs as 0.
7. There is another checkbox: "Process dragged folders".
This lets you speed up some things. If ticked, you can
drag multiple folders on fmXML window to process them as
a batch. N!B! you can not change graphics type in batch
mode. So ensure that all files in these folders are from
the same type.
If unticked, dragging folder/folders on fmXML window will
just insert first folder's path in Edit Box.
8. If you do not use dragging-and-dropping, you can enter
the path manually or browse for it. But I recommend
dragging folders, because it just saves time.
9. Press GO button (in batch mode it starts automatically).
10. If you did not tick the first checkbox, new dialog pops
up, asking you for resource ID for each file. Find appropriate
ID and insert it. For some graphic types there might be more
options.

11. Another option is available under Edit button. It is a
simple config.xml file viewer/editor. It is very simple, but
can be useful. There is an issue that you can use TAB key
normally. To get TAB symbol, use Ctrl+TAB.
12. When work is done, click Close. There is no surprise
that it just quits program

OK, while I was creating the XML, between Thomas Cruise and Tom Bird, I got a 'Thumbs' option.

What am I meant to do with that?
