I was wondering if scouting scandanavia is ok under LLM guidelines/rules? (sorry if answered already couldnt find a topic on this.)

I assume you mean 2007

If so, the board restrict your scouting range.

I would use that as a rule of thumb, unless they allow you something that is obviously unrealistic.
