IMO parent-feeder relationships are evil and should be banned by FIFA, so no, I wouldn't use that exception.

But since the point is playing as realistically as possible, I suppose you just have to accept the fact that it exists in leagues other than the english

but some parent clubs just play friendliies eg portsmouth and havant and waterlooville

Yes, I've seen that with Stalybridge and Oldham. They simply play one friendly, and they're not even obliged to field their best players.

That 'cooperation' with Oldham resulted in my best Stalybridge player being sent off in the last friendly before the start of the season, and being suspended for three matches :p
