2ndchance is someone who got caught in his ways before in here, I am certain. I have my suspicions as to who they are, and that ID still frequents the forbidden fora, but obviously I could never prove it.
However, it's very easy to sign up with a different user ID. IPs are easy to change, seeing as if you're static, you can request a new IP, or if your ISP uses a dynamic system, you've got no worries.
Also, I've got multiple e-mail addresses through my ISP, and I'm pretty certain that ISPs all over the world allow you to have many addresses which are associated with the base account.
