Fans have come up with such ideas already, they even implemented them. There a few ive read about were they basically add all these players to a database and release it on fansites, I think one was named something like golden league. You should try sortitoutsi.net or is it .com cant remember.
But im sure they have some there.
It's a very intesting idea, but it would take an immense amount of extra research to recreate the football world of 10, 20, 30 years ago. The bigger names would be easy, but there'd be thousands upon thousands of forgotten players that need to be looked up. It would be very hard, but very nice indeed.

And really I imagine the database would be easier to make for a retro game than it is for the current games they release. You say they would have to look at all the players who werent big names, but they have to do the same now. Atleast doing it retoactively they can see how good a player was where as now they make a judgement.

In short, it would be easier to research the past than it is to research the present and the future (the unknown).
I'm not sure it would be so easy, what do we know about that nobody left back who played for Brighton for one season in 1992 and then went off into semi-professional obscurity?
(I'm not suggesting such a person existed at Brighton by the way! Just a hypothetical example)
