i have tried to sign players (mainly Argentina and Brazil) players for Middlesbrough in most positions but always get turned down on appeal even from european clubs, yet i got marcel grohe and diego buenotte

why is this???

Because they either haven't played enough internationals over the last two years, and/or they don't have EU citizenship. Or they may be considered too **** to gain a work permit for 'outstanding talent'.

The player has to have played 75% of his countries internationals over the past 2 years. If he's played less than this, he'll be rejected, otherwise the FA consider him to be an "outstanding talent", which is their decision only. If he is considered an outstanding talent, he'll be given one.

The fact that you consider him an outstanding talent is irrelevant. It's the FA's decision.
