sure is! you have to massively increase the wage. Don't see why a wage should affect a signing on fee but anyway, hopefully SI will fix it. It's been in the FM series too long

signing on fee has always affected wages in cm/fm games.
if you can't afford their wages then offer a higher signing on fee and see if they accept it instead.
but i don't understnad the original question. the choices for signing on fees go much higher than the weekly wages.
