Ive been trying to work it out and i dont get it. My best guess is that 4 stars is average for the teams expectations. Can anyone help ?

which stars are you refering to?

If you are referring to the stars for ability, 4 stars mean he is as good as the average of your team, 5 stars means he's better, and so on.

Be aware that this is a relative rating, so someone might get 4 stars in one moment and only 3 stars the next time you scout him because your team's overall quality has improved in the meantime.

Also look at your scouts ability to judge his qualities/potential

The stars are actually relative to the expectations of your team, so your whole team could be 1-2 star players if your assistant manager thinks they aren't capable of getting it done.
