It's the skin made by Arsenal fans (well, one) for Arsenal fans. At the moment, only the left-sided skin is available, but the right-sided Hleb version should be available soon (at the time of writing).
Instructions:
Copy the [arsenal-edition] folder into [drive letter]Program Files\Sports Interactive\Football Manager 2007\data\skins\. It should show up in your FM skin selection menu immediately, but if it doesn't, turn off skin cache and try again as per usual.
Thanks to Rosenberg who allowed me to use some of the elements from his Siple skin as the basis for the Arsenal Edition. In addition, thanks to mikiz, the talismanic Arsenal devotee from GPTG, for his suggestions and feedback throughout the construction of this skin.
i didnt realise i could change the background...but i have done by just renaming a new pic default in the backgrounds folder and it seem to have worked.....hope i havnt infringed any sort of copyright u have on the skin
I changed it the header text at the top from the left-hand side to the right-hand side. I thought it looked nicer that way. Plus, this is based partially on Siple 1.0 rather than 1.1. Most of the elements have been changed.

As mikiz noted, it's meant to be that way. Too much detail makes things too hard to see, so I wanted a balance between something that was Arsenal-related (i.e. the inside of Emirates Stadium) or at least recognisably red, as well as something that you could still see.
And of course you haven't infringed any copyright - as long as you don't distribute it for download.
That's not a misalignment - it's just a very large logo. On ordinary logos that fit within a square area, the skin has no problems, but that one happens to be elongated. However, I could move the title text to the left-hand side to avoid that problem.
