How do you build a stadium using editor, I've seen it mentioned but I'm not clear on how to do it?

load you database choose Create> New Stadium, put in the Name of the stadium, City, Capacity etc...change owner to the team you want to have the new stadium, search for the club you want to have the stadium, click the magnifying glass next to their current stadium, enter the name of the stadium you just created, double click it & then save the database.

I had a sort of related question. Creating a stadium, there's a field for "Decay". All the stadiums in the game seem to have the same value for this (5), but I was wondering if anyone knows what changing the value changes in the game. Like if the value is 1 and if it is 20.
