if you have cs (i think) or cs2:

find a hard edged brush...

select the smudge tool...smudge with the brush...sharpen the image once or twice and you should be able to get something similar along the left/back side of his body...

i tend to prefer that...as i have more control over the effect itself...i know it'd most probably be easier with a filter or two...but i don't bother...

Place at above all Layers

and then go to Filter>Disort>Wave
