The problem I've found is that the job centre does not produce any unemployed applicants. So even though there are many unemployed staff at the start of the game, you only receive applications from employed staff that often cost more than a club's entire transfer budget to sign.

Greg I have had plenty of unemployed guys apply for jobs, and they had all been realistically crap

But there might also be some coaches who are realistically good as they do not have a reputation and you are giving them a chance at your club

I have not had to look for coaches as of yet because two of my players had staff profiles so I now have them on double duty as player/coaches. I did pick up an unemployed scout in the job center though.
