Personally I'd say no, but really you should ask SI.

Expanding on my previous answer, it would be preferable for SI to go lower in other countries (CFA anyone?) before they start thinking about Sunday league football in England.

As far as i know, most other leagues are very regionalized even at their 3rd or 4th level(for example German 4th level already has 9 leagues), while England has 3 leagues on level 7 and 5 on level 8.

Norway gets regionalized at 2nd Div, we have four leagues which are more or less divided by North, South, East and West.

The next division that would be preferable (3rd division) have 24 leagues and are divided more on a local note than country-wide.
That would be a dream for LLM tho, because if you win your league, you would still have to play qualification for promotion.

I think to go any lower you would have to enable minus figures for the attributes.

Or maybe its just my squad that makes me believe that

Slovenia has only 2 divisions in 3rd level. East and West. 4th level is a tad more complicated as there are (I think) 8 regional divisions. The number stays the in 5th and somewhere even in 6th level.
It would be fun to promise a player a sandwich per week.

There might be a surprise with regards to that for FM08 for a country that misses a 4th tier ... but I guess it's too soon to say if the researchers will be able to get the data for the 340ish new teams that will have to be researched.

There would probably be a bug in the game as well whereby your stadium would never be allowed to be developed enough to qualify for promotions!!
