If and when the players passes the qualification period, you will be informed by the game that he qualifiers as a national. You need do nothing.

You can't urge him to take the passport you just have to wait... and wait... and wait.

as mentioned above it is not possible to actively influence that by asking someone to get an EU passport.

Maybe those players already have dual nationality and cannot take on a third one?

I'm guessing you're playing somewhere like Italy or Spain with foreign player restrictions. Yeah, that is a bit annoying when you see a player qualifies for a passport but is endlessly 'considering' it. I was going to sign an African player but pulled out, and by the January transfer window he was still considering so I signed him anyway.

Yeah I'm in Spain and I found a great 18 year old Brazilian kid that I want so bad... he should come in Jan but 3 of my star players are already foreign, one of them exceeds the # of days necessary but won't get the passport

Players have their own mind. you should respect their choice if they don't want another nationality. e.g. An extra spanish nationality maybe means more taxes.
