08 seems much harder to get any players to 100% compared to say, 06. They do need a run of games and after that they seem fine.
I'm sure players get injured more too? Cresswell got injured the day he returned to training! The emails from my physio came one after another. "He's back to training" - "Cresswells injured in training." His natural fitness is 13, he's pretty robust physically. I am only Shrewsbury Town though and my fitness coaching isn't what it could be, 4 stars. I hope to improve that situation next season.

This is perfectly normal. Players that return from injury are not supposed to reach 100% without being able to play matches. It would be completely unrealistic for a player to achieve perfect match fitness without playing any matches.

As others have suggested, send your players to the reserves until match fit. Also, be very careful when playing them again after injuries. If you rush them back too quickly and put them in the first eleven straight away, there is a significant risk of them suffering another injury.
