How come in Jan I can't offer contracts to pleys who's contracts are expiring at teh end of the season?

Yes. Implemented in EPL and fm 07.

It is, and as such, is in FM. So, it's an FM rule.

It's a bad one, IMO, though ... allows foreign teams to raid English Bosmans before English teams get a chance to compete.
