Driving me mad, i've just signed a defensive midfielder by the name of Torres for 2 million pounds, great buy. However he couldn't get a work permit, he's argentinian i think, but still it shouldn't be a problem because i have a polish feeder club, so i should be able to send him out on loan there, or so i thought. Well the work permit failed as you expect but he signed as i had the feeder club, right so the obvious thing to do is to send him on loan to this club. Well i do this i suggest to him to go on loan to the club, however he refuses, how can this be? What can i do if he won't go on loan, i've got a player here who can't play for me and is eventually going to start getting annoyed at not playing and will waste away. Is there anything i can do? Play him in the reserves? I don't think that will work either, thanks for your help, this is annoying.
I think you can sign him to a new contract and it will all work out.
When I had Marcelo, he couldn't get a work permit, so I sent him to Belgium on loan. When I recalled him at Christmas he still didn't have a work permit but he was on my bench. It was driving me mad. So, after reading something about that here, I just offered him a new contract and all of a sudden he was able to play for me.

The only thing you can really do is what has already been sugested and try to offer a new contract.
I personally think that this is a major flaw in the game. I think there should be more in the contract negotiation screen where you can stress to the player that he must agree to go to your feeder club if his work permit is refused. How do clubs like Man U do it? They must stress to potential signings that they agree to go to their feeder clubs or the deal will fall through.
