As far as pass % goes it depends on your style, tempo, player attributes as well as to what extent the opposition is closing down and the quality of their players also.
Heading % depends on who goes up for a header at any given time and their relative strength, bravery, jumping, aggression, determination and heading(not too sure about this one) attributes.
So the variation will reflect this.
For tackling it depends on tackling, bravery, aggression, strength, determination as well as the skill level of the opposition player being tackled.
Basically what I'm getting at is that all of these depend on the opposition and how a match plays out so I don't think there is a tactical change which can suddenly increase all of these to 100% regardless of the situation.
Setting time wasting all the way to the left can affect passing % so if you haven't already try moving this to somewhere between rarely and mixed.
