Sorry mate but thats crap.
So is the crazy notion that quick tempo makes a striker rush his shot. Any striker worth his salt knows that sometimes you only have a split second to shoot and other instances you should bide your time.

It really does depend on the striker in question, the solution may have been to increase creative freedom as I have got Teves playing much better with more.
I don't think you can say lower creative freedom as a general rule, I am sure you have had success by reducing the freedom of you strikers so they attempted simpler shots, but this isn't a universal solution.
Also, playing a quick tempo in itself shouldn't cause strikers to rush shots. Playing a quicker tempo will reduce the accuracy of passing and cause players to tire quicker.
You can still play a quick short combo, but only if you have the players who have the right stats, i.e. only the best teams will be able to play this effectively.
An in-form striker in space and in shooting distance should be able to get a higher percentage of shot on target. If he is being tightly marked then you will find him having problems if he cannot lose his marker. If the opposing keeper is good he will save a higher number of your shot on target.
