Im currently in the depths of Norweigian leagues, but my scouts dont scout anyone, is it forbidden to use player search even for loan/outta contract.

You've got it the wrong way round Freddy.

You send your scout out to look for players. You then filter your shortlist for players which are available for loan or out of contract. Then you see if they want to join.

If he doesn't find you any players, then that could be for a number of reasons: he's useless; he couldn't find any that he thought were good enough; he couldn't find any that were good enough who you would have a rats arse chance of signing. Or some other reason.

Scouts/Media/Games. Never the search screen.
