"Start" with a lower league team? I'll be a lower league team for a long while and hence the reason for asking about a signing policy that works long-term for lower league managers.

It's exactly the place to find out about Lower League matters if you play a Lower League game...why hobble yourself by doing a challenge?

Pick a team (or let Frank do it for you) load up realistic leagues, play for three seasons and tell us about it (stay away from GPTG, though )
