Lo and behold, the new scouts I brought in just found 300+ players each in a little over 3 days. For God's sake. I won't be taking the patch off because the game is so much more enjoyable with it, but what can I do to avoid superscouts? I've already filtered to show realistic targets only, just to make sure the lists aren't so huge, but there's still far too many players.
