Oops I was wrong it was 50 a day that my ass man though would be realistic signings... It is a least 200 players a day that he is finding. Personally I though the scouting before the patch was fine.
Not having a dig at you but thats good so enjoy like i am i am absolutly over the freeking moon with the game now lisa(my gf) can get her ass out my house for a couple weeks im coming to take over the world with celtic SI again absolutly tremendous no more needed to be said
I admit I've been out of school for some time, but I seem to remember these little fellas called full stops. Ah, like that one there. And that one. Etc. Etc.
On topic: Haven't tried the patch as of yet, but I'd be happy if some sort of indication that your scout has finished scouting has been added.
I don't have the patch so this is a purely open question:
Is it possible that your scout has just turned in the notes he'd stashed in a drawer for months - i.e. that the patch is 'fixing' a previous under-reporting issue?
If you averaged out all the scout's reports over the period of time from when your career started, would it be unrealistically high?
To put it another way, if you start a new savegame would the number of reports be realistic?

No, 586. And he's still out scouting.

I think he ended up on 1600 or so. However, there is some conjecture that if you start a new game with the large database and DO NOT retain any players it might be more realistic. Just waiting for someone to run the test.

It doesn't sound good. It sounds unrealistic. There is no way IRL, that a scout would be able to find 50 players per day.
