I'd still scout him, he could be the other players best mate and useless.

Sorry didn't knew that all questions should be asked in a thread. For player, I understand that he should be scouted but what about the staff?

You can't really scout staff. If he's recommended, check to see if you can afford him. If so, nothing wrong with offering him a contract.
