Interesting question, and kinda grey I think.
So, when it's a grey area, you think to yourself, "Is it realistic to send my scout to scout each player I am about to play individually?"

Do you think a real manager be able to find out every players strengths and weaknesses just before just by reading the teamsheet?
You can set one of your scouts to scout next opposition, anyway.

even so, you wouldn't receive a report until after the match anyway would you? It would just be a massive exercise in time-wasting.
