You personally cannot do much to effect the stadium capacity. However, if it's anything like the PC version of the game the board will automatically expand your ground depending on your average attendance in a season.

So if your capacity is 35,000 and in a season you have an average attendance of 34,000, I think the board will then expand your stadium.

Except that in the game there are is no information about stadium capacities or attendance figures.
