Common sense to me would indicate that, should SI wish to keep things a little unpredictable, they would need a way to randomize some players' PA, rather than set a definate number. So, using negative number seems to me to be a logical way of doing this.

Stars don't mean much for CA. Stars compare a player to others on your squad, so a 5 star player is a little better than your squad average.
Stars are relatively useless except for 1] picking your starting eleven without going into too much detail, or 2] signing someone new. A 7 star player will greatly improve your side, but if you're in League 2, a Premier side may not want to look sideways at him.
