Im currently West Ham and Im having problems with finance. My balance is 6M in the red. My Expenditure is more than my income but my wage total is inside my wage budget. This never used to happen and I dont know why it is now. How can I change my financial situation?

I just highlighted what looks like the reason you lost £13m. If you spent £16m on players and didn't get any back (you didn't post any details on your income) then you will lose £13m.
