You dont need to download the 60px chalk brush, its a default brush.

Im using PS7 and it doesnt let me have all those settings when im under smudge. Like i dont have the scattering or smoothing under smudge.
???

For photoshop 7, edit the tip as a brush than save the brush as a custom brush. You should be able to use it when smudging.
