READ HERE IF YOUR UPDATES ARENT WORKING WHEN YOU START A NEW GAME!!!
I recently had the same problem as you all appear to have been suffering with! So i dedicated an ENTIRE DAY to solving it, heres how it goes:
First, what i would suggest is clearing the game from your computer and installing it again, do not bother with the 7.0.1 update from the net, you can make your own even better, plus, the 7.0.2 version will be out soon. When you install it, make sure you chose the standard installation.
1. Get onto the editor and click "load database" you will now be on the default settings. BORING settings!
2. Make your changes, BUT MAKE SURE, you change every players "joied the club" AND "contract start date" to 01/06/06 or earlier. (very important)
When you add a player to a team, the computer will automatically make them start at 01/07/06. Every new game that you start begins on that day, therfore it wont load your players! So just make sure that your players have both dates reading 01/06/06 (or earlier), got it? good!
It would also be worth while setting their "contract expiry date" at a decent length.
3. Make as many ammendments as you wish, i choose to make certain players better, change management, do what you like! last time i will remind you about the contract dates!
4. Then "save database" MAKE SURE you name your database. Mine reads:
Databse: My Updates
Author: ME
Description: My database
Version: 1.0
(this is important so that it is identifiable!)
5. This WILL save into "my documents" on your computer. To access this simply follow this: first come out of te editor, click "start" "my documents" "sports interactive" "football manager 2007" "db"
After doing this you should see "my updates" that we just created. Got that? Good! Keep that window open on your desktop for now, it will become clear why very soon.
6. Then follow this:
Click, "start" "my computer" "HDD (c" "program files" "sports interactive" "football manager 2007" "data" "db"
You should now have another little window with a file in it called "700", got that? Good!
7. So now you are sat with 2 windows open, one with "my updates" in. And the other with "700" in.
Oh my god your so close!
8. Now heres the clever bit! Simple though it is! Drag "my updates" across to the other window and place it NEXT TO "700".
It should say something like, "copying file" or something similar.
9. Now you have got one window with "my updates" in. And the other will should have "700" AND "my updates" inside it! TA DA!!
Honestly, if you are at this point, AND you have done EVERYTHING ive just said, then your updates WILL work!
10. Next, load up the game and clck "new game" It WILL then say "chose which database to load", you simply select "my updates" and the game WILL load your settings! If it doesnt give you the choice then start from the top again.
FINAL POINT: I dont want to hear any of the following:
1. Its not fair, mine isnt working, i hate computers and life, im NEVER playing this game if i cant have my updates!
2. Your computer is different than mine! (no it isnt, mine is equally as compliated)
3. Well i didnt know i had to change EVERYBODYS contract start dates and joined dates!
4. I accidently dragged my updates file into the wrong window.
I honestly have NO sympathy for anyone who doesnt follow my instructions and fails! Ive spent 1 full day of my life so that you lot can cheat and make players better to give yourself a dream team!
I will check this site for all the love that you WILL send me when it works, im waiting. . .

This is definitely the longest way of doing things. I just wanted to cover every possible reason for the updates not working. It all worked for me, so the hope was that it would work for others.
So so many people are having problems with it that i thought it would be useful to go this deep
