Which region do you find quality at that suits a tight transfer fund? or which regions do you find is always worth scouting.

Brazil and Argentina I would suppose. Esp Brazilf if you are looking for talented players for lower clubs. Some of them have got great stats and are pretty cheap.

Eastern Europe for me. In particular countries like Poland, Romania, Czech Republic...the EU is good for something after all.
