Depends how "lower league" you want to go
I'm currently at Hyde United in the Blue Square North.
In my game (version 8.0.1 patched, large DB with lots of additional nations loaded), they started with a 7k transfer budget and wage budget of 2k.
I was fortunate enough to do the following:
1 - Transfer listed my whole squad of 25 players and managed to get rid of all but 3 players in the space of my first 7 days in the job. This raised just over 120k, of which the board allowed me to keep 15% for transfers.
2 - I asked the board for a parent club. The three clubs they came back with were Barnsley, Blackpool and wait for it... MANCHESTER UNITED!! There's no prizes for guessing who I picked
3 - After agreeing an affiliation deal with Manchester United, proceeded to ask for players on loan. Have ended up no less than 6 young reserve players, including Frazier Campbell, who has managed to score 17 goals in my first 9 games.
4 - Current league standing 1st - Played 9, won 9, scored 38, conceded 6.
As you can see, this is turning out to be an amazing start to a new save, so might be worth trying yourself.
Also, take a look at this thread for useful tips on free transfer and cheap players for Blue Square Premier or BSP North & South teams.

Good luck with whoever you choose. Managing a lower league club can be fun, frustrating, challenging, but also rewarding.
