I think you will find that any team gaining promotion to league 2 will turn professional.
At least in FM06 this was so, I spent 7 years waiting for the team to turn pro and it did so only on promotion to league 2.

I'm in the Conference national with Fisher, 3 years now (2 seasons con south, 1 national) and i think you get promoted to pro on league two, its the only option.

Not the only option at all. There are a number of factors the board considers when deciding whether to turn pro.
Sometimes it happens when you're in the Conference.

I have now gained promotion to league division 2 and my board decided to go professional straight away...

As funds allow it I offer my players full time contracts especially if the board says the max I can offer a player is £250 or more a week I just offer him a full time contract. Half of my current staff are on full time contracts in the Norwegien 2nd Division.

I don't think you'll find many footballers in real life willing to play as fulltime pros for such a pittance? They'd be better of selling cars and playing football in their time off..
