first of all try to search yourself, i already knew this site, but when i googled ''windows skin'' this was the first link i got http://www.wincustomize.com/

word of warning: DO NOT USE WINDOWBLINDS
its a noturious PC hogger and is also very hard to remove from your system once it has been enabled
if you want to skin windows, dont bother using software like windowblinds, it will only corrupt your windows installation in the long run
google: problems with windowblinds
search that and you will have the reasons

I heard about the problem of windows blinds that it slows your pc but only if you 'crack' it. Don't dare to, you will have to format your PC because it will start jamming frequently andacting crazy.

For desktop, use a bitmap img, or the icon results with one shadow on the text.
