It's an odd one to be sure. I've been able to scout England from the off, even though the board state that they'll only pay for scouting trips within the nation...

For what it's worth, in four seasons I haven't been able to attract a single player from an English club, if that makes you feel any better.

Definitely not tipping, as I don't understand the logic behind it at all - my English scout moved on two years back (which was originally why I thought I could scout England), and we now have an Irish one, but we can still scout England (but not Ireland)
