I think it is a bug. Someone else was telling me he hasn't received a transfer budget for 3 seasons. One season he was given 25m but only got 1.2m to spend and the other seasons nothing.

I'd go post this in the bugs forum if it's not a known issue.

Seriously, it must be a bug. I suspect you will have to sell to buy. I would be suprised if the (hopefully) soon to be released patch will fix this for you. Do you have a save game from the end of your prior season? If not I think you either have no new money or are looking at starting a new game.
Or wait until FMM comes out that is compatible with FM 8.0.1 and use it to give you the money you should to have.

It's a known bug, that has been fixed in the betapatch. And it is the reason why i have stopped playing the game, til a full patch comes out. (so i havent been able to play the game a very long time now, although i've payed for it a very long time ago...)

I hope you still have a save from your game from before the budget announcement, because if not, your budget will not be change by the patch, and you will have nothing to spend for that year.
