I have a few questions relating to that.

1. I've messed around with "load all players from" but doesn't that just load the EXISTING players (not future ones) or am I wrong?

2. If you're running a lot of (foreign) leagues, even if on "view only", does that help or do the leagues have to be set on full detail/active?

3. Does it even make a difference to the REGENS issue at all if you don't run any extra leagues?

4. And the original question - how does one ensure there will be a good (or the best) supply of REGENS in one's game please?

If you load all players from one country, in time more players from that country will retire. Thus, although it's not an exact equation, more regens from that country will appear.

As to number 4, Sir Trevor Brooking is vexing over that question right now! For me, if you want to increase the physical, technical and mental quality of 15 year-old kids, confiscate their computer games
