Another way of looking at it is that it's a big con to ensure the Premier League teams have an unfair advantage over teams outside their league; a Premier League team that is relegated has a huge advantage, making it much easier for them to regain promotion - which very much appears to be the case.

I agree, but really there is little alternative.
The clubs (while in the PL) have to sign players on 2,3,4 year contracts otherwise they wouldn't come. Get relegated though and you're saddled with players on PL wages, while your income is Championship sized.
Therefore the parachute payments may not seem fair to the rest of the championship, but there seems little alternative.
