The Copa America is the equivalent of our European Championship for South and by invitation, North American countries. Hence the title 'Copa America'. England being invited would be akin to Colombia being invited to Euro 2008. The one-time invitation of Japan of all countries, was a complete abberation.

I'd certainly describe it as a bug, due it being 99% unlikely to happen in reality, although it dosen't completely meet the requirements of bug status.

To clear everything up :-
It's not a pirated game.
It's not a bug.
It's a loophole than needs tweaking to allow it to happen much less often, if never at all.
Anyone agree with that?
