Capacity: ok, seat: ok.
EX: in Italy there is a special "Law Pisanu" in order to safe all stadiums with capacity more than 10000 .. and for some of these stadiums that are not regular.. there is an escamotage.... these stadium now have the capacity of 9999.
but in the editor how can I do?

After running the game on holiday mode for years tinkering with the database to make australian clubs build huge stadiums i am at a loss. at 2100 most of the aussie teams built larger stadiums and then the capacity has gradually scaled down. Whether this is due to decay or some safety regulation with the settings i don't know. I have it set at x for capacity 200000 expansion and x used capacity. Don't know if this helps at all. But some of the teams have in 100 years reduced from over 60000 to the low 20000s. Maybe in the future it's about less seats and more perks for the attending crowd. leather lounge chairs and such with everyone else watching it on their hand held computers live and for free.
